Hello,
There are few softwares out there which will provide this service such as www.worldclient.com
You will need a
1. Email Server (I use MERCUR Email Server from http://www.atrium-software.com/)
2. Web Server (for allow web access) (I use IIS 5.0)
3. Web Interface (www.worldclient.com)
This will give you the tools you need to create an free email services.
There is a product called MURL which provide this service along without the need of any email server. You can download a trail from http://www1.seattlelab.com/products/
