Me and my colleague recently had exactly the same problem and spent many hours scratching our heads. I know your problem was posted some time ago but in case you still havent found a solution to this annoying problem here is the solution. If the host is your own server all you need to do is make write permissions on your folder holding your database enabled and any other folders in this directory also. If the host is your isp server then you have to get them to do this.
