why my form id doesnt show up in vids script outline for client objects & events |

why doesn't my form id show up in vid's script outline for client objects & events?
this is what i currently have:
<form id="frmReport" method="Post" action="AccountProductUpdate.asp?frmRuleName=<%=rsRules("rule_name")%>">
as soon as i take out the asp stuff...
<form id="frmReport" method="Post" action="AccountProductUpdate.asp?frmRuleName=2">
...frmReport shows up in the client objects list and i can use it to reference object within the form.
