It is CDONTS, look at the code at this microsoft link. It should give you an ideal but you must have SMTP service running on the server. Also make sure you tighten the security (allow only certain IP addresses to use it so outside people cannot use it to spam the internet).(user your server to send virus or repeated emails over the internet so you will get blackballed by other DNS servers).
