I am also having this problem on my production IIS server. One site suggested the following:
One slow ASP page can bog down an entire web server, causing it to reject other ASP requests when there are too many waiting in the queue. You can sometimes get a better response if you try again a minute or two later.
I'm not sure what a 'slow' ASP page is...
Perhaps an un-destroyed object? If anyone finds a solution or better explaination please let me know.
