I am not entirely sure, but i think if your e-mail does not reach you should recieve kind of information that that mail not reached.
But if you mean that you want to know when e-mail reciever read or not your mail. I think if you are sending mail as HTML form. You can make some scripts that when user opens page it connects your server or sends request to your server and let you know.
