Fundamental Query Info Needed |

Im am unfamiliar with relational DB but I am currently trying to learn to use MS Access. I think my question will be very simple to a seasoned DB veteran.
Scenario:
I have four(4) tables that hold info related to my users. I cannot reduce the number of tables that I am using by merging data. The users may need to enter info into zero, one or more, possibly all tables.
Question:
How do I structure the relationships or query to retrieve data for all users. Will EVERY table have to have a record for each user even if the record is empty of data? Or is there a way to get around that?
Thanks in advance for any assistance,
